The Voice of the Faculty is an electronic newsletter of the Academic Senate. It is published the first week in November, February and May.

Dear UCLA Colleague:

This issue of Voice of the Faculty focuses on budget issues. The state has serious budget problems which have been on hold pending the election. No doubt, soon after the election and certainly within the next few months these issues and their impact on UCLA will demand our attention. It is important that we, the Senate faculty, be informed and in a position to work constructively toward solving them.

Last year the Academic Senate worked with the Faculty Executive Committees (FEC) to conduct a series of workshops to inform the faculty on budget issues in the various units. With the support of the Executive Vice Chancellor and particularly Assistant Vice Chancellor Glyn Davies, budget workshops were held for the FECs in Engineering and Applied Sciences, Nursing, Law, Public Policy, Education and Information Sciences, and Public Health. This year with the leadership of Eric Gans, (Chair, Council on Planning and Budget) we will continue our progress. You can find a copy of your academic unit’s budget and the University's budget in this newsletter in the section on campus budgets.

This issue also reviews the results of the Chancellor’s Leadership Retreat in Ventura this year. Deriving from the retreat was the Chancellor’s Task Force on Competitiveness, an important administration Task Force that will report back to the Chancellor on several key topics. The Task Force includes selected members of the faculty and Academic Senate and is chaired by our new Executive Vice Chancellor, Dan Neuman.

Finally, last year a joint Senate/Administration Committee to Review the Academic Calendar was appointed to examine the advantages and disadvantages of switching to a semester system from our current quarter system. This group, chaired by Vice Provost Judi Smith and Undergraduate Council Chair Ray Knapp, has been working very hard both last year and over the summer and plans to submit a report to the Executive Vice Chancellor Dan Neuman and the Leadership group of the Academic Senate early this month. We plan to make this report widely available as soon as we receive it and to initiate review within the appropriate committees of the Academic Senate. Be sure to visit our Senate’s Academic Calendar website to find the latest information. The Senate is just beginning a conversation on this issue. You might find the discussion at UC Davis, Minnesota and Ohio State of interest. I found the candid comments of our Berkeley colleagues on the question of converting from a quarter to semester particularly instructive.

  • The Council on Planning and Budget (CPB): Eric Gans reviews the role of CPB in the budget and planning process at UCLA. The budget issues on the horizon and how they might impact UCLA are also discussed.
  • The Senate Source: Systemwide Academic Senate Newsletter: The Senate Source is the online publication for the University of California faculty published by the University of California Systemwide Senate.  Published bi-monthly during the academic year, The Senate Source offers coverage of current Senate issues and provide links to related reports and articles.  Notes from the Academic Senate Chair Gayle Binion will be a regularly featured column, and you will also find a section that provides updates and highlights of Senate related events and activities. 
  • Changing Health Care Benefits: Take a look at New Dimensions (annuitant newsletter)--Fall 2002. Open enrollment begins November 1. Read about changes in health care plans and examine options. The UC Care plan is being replaced by a Blue Cross Point of Services (POS) Plan. Blue Cross will also offer a preferred provider plan (PPO). These issues will be discussed at the second half of the Legislative Assembly, November 12, from 3 to 4 pm at the Faculty Center. Bring your questions for representatives from the health care plans. Also see Meet the Santa Monica Hospital Specialists lecture series.
  • Academic Calendar Task Force Releases Report: The Joint Academic Senate/Administrative Committee is completing its report for campus-wide distribution in November, to be made available both on the website and in a print edition. The committee was charged not to make a specific recommendation; accordingly, we have tried to provide a comprehensive and balanced guide to the issues, which we hope will serve as the basis for campus-wide discussion.
  • Update on Educational Fee Waiver: The Faculty Welfare Committee reports on its effort to promote an educational fee waiver. 
  • Domestic-partner benefits extended: The UC Board of Regents has approved retirement benefits for UC employees with domestic partners, mirroring the retirement benefits currently offered to married UC employees. Qualified domestic partners of UC employees who are members of the UC Retirement Plan (UCRP) will now be able to receive pre-retirement or post-retirement survivor income if the UCRP member dies. 
  • Merit Equity Review (MER): Vice Chancellor for Academic Personnel Donna Vredevoe working with the Academic Senate has developed a Merit Equity Review procedure. MER is scheduled to go into effect in July 2003. This procedure will be tried for two years and then reexamined. 
  • Changing of the Guard at the Academic Senate: On October 2002 the Senate held its annual changing of the guard ceremony (no shots were fired). The remarks of John Edmond, previous Chair, and Duncan Lindsey, Chair for the current academic year, are included. Be sure to read John's seven things you need to know if you aspire to be Senate chair.  
  • Free Antivirus Software for Faculty: You can download the popular McAfee antivirus software for your home computer for free, thanks to an agreement UCLA has negotiated that is available through June 19, 2003.
